Republican PAC sign in LD4 ties Lieberman to felon voting, citing a bill that never mentions felons

Based on reporting by TJ L'Heureux and Curt Prendergast for Arizona Agenda, published September 25, 2026.

The Arizona Agenda says Republicans are relying more on misleading campaign signs this year, and it points to an example in Legislative District 4, where Republican Sen. Carine Werner's opponent is Democratic former Rep. Aaron Lieberman.

One sign, paid for by the Arizona Senate Victory Fund, a Republican PAC, says Lieberman's plan would bring back "voting rights for violent felons." The Agenda does not report any role by Werner or her campaign in the sign.

The Agenda reports that the bill the sign points to, 2019's HCR2021, would have done no more than add language to the state constitution calling voting a fundamental right and saying limits on it should be narrowly tailored. The measure says nothing about felons, and no chamber or committee ever voted on it.

Some Democratic bills have sought to automatically restore voting rights for certain felons. According to the Agenda, Lieberman was not a sponsor or co-sponsor of any of them, and he never voted for one.

The signs name Airbnb as a top donor. In a statement, Sara Kennedy, who leads the Arizona Democratic Legislative Campaign Committee, said the company is backing "disturbing and intentionally misleading messages."

The Agenda frames the sign as a repeat for LD4. In 2024, signs from a PAC started by a teenage Republican linked then-Sen. Christine Marsh, a Democrat, to Jeffrey Epstein, though the Agenda notes she had no connection to him and had voted for the bill those signs cited.

Gregg Leslie, who runs ASU's First Amendment Clinic, told the Agenda that the First Amendment strongly protects what campaign signs say, and that signs need only disclose who paid for them, which in Arizona must cover a tenth of the sign's height.
